to use, maintain, protect

Awareness programme was
carried out through radio
broadcast.

H. R. D. activities were
being monitored at state
level by an apex body
which was headed by Principal
Secretary, Rural Development,
U. P. Govt. and at district
and block level by the
committees which are headed
by District Magistrate
and Block Pramukhs. These
committees have been constituted
by the state govt. as
per guidelines stated
in Rajiv Gandhi National
Drinking Water Mission
Report.
Since April 2003 activities,
which were being conducted
by State HRD Cell, UP
Jal Nigam have been entrusted
to State Water & Sanitation
Mission (SWSM) by the
Govt. of Uttar Pradesh.
Hence no work is being
carried out by State Human
Resource Development Cell,
Up Jal Nigam under Rajeev
Gandhi National Drinking
Water Mission related
to Gross Root Level Training,
Sector Professional Training,
Awareness Programmers
& Policy workshops
since April, 2003.

OTHER ACTIVITIES
Unicef sponsored
training programmes for
capacity building of Jal
Nigam engineers -
Trainings conducted so
far are for junior level
as well as senior level
officers. Total 776 officers
of the organisations were
trained. Departmental
accounts training to 90
employees have also been
given.
Unicef Assisted
Hand Pump Mechanics Training
Programme:- Unicef Assisted
Hand Pump Mechanics Training
Programme has been started
since July' 05 in District-Lalitpur.
During this training defective
hand pumps are also repaired
by the trainees. Defective
parts are made available
by the Unicef free of
cost.

Preparation of
Documentary Films with
the assistance of Unicef
:-
Under Unicef Assisted
Programme following two
documentary films were
initially developed in
Hindi:-
(i) Documentary film on
Force Lift Handpump (FLHP).
(ii) Documentary film
on Operation and Maintenance
of Handpumps.
These films generated
considerable interest
and were very much appreciated
by viewers. Hence both
the films have been dubbed
in English for wider circulation,
both in India & abroad.
(vi) SUSTAINABILITY
OF SOURCES AND SYSTEMS
Problem Identification:
- The depleting ground
water throughout the state
has become a matter of
concern for state Government
as well as to Govt. of
India. It has endangered
the fate of drinking water
sources, like open wells,
tube wells and India Mark-II
hand pumps, which in fact
are the principal source
of drinking water to the
majority of people in
rural area of our country.
The over exploitation
of ground water, poor
recharge and environmental
degradation and scarce
rains are the reasons
which leave the sources
dry and systems becoming
defunct. This also leads
to the emergence of quality
related problems such
as excess fluoride, arsenic
contamination and salinity
ingress in the drinking
water sources. Thus the
sustainability of water
supply system is seriously
questioned and it has
become a burning problem
of the state sector.
Ground Water Department,
U.P. has been nominated
as Nodal Agency for management,
planning and monitoring
of ground water along
with co-ordination of
various projects related
to ground water recharging
and rain water harvesting
vide G.O. No.- 1624/62-1-2400-7-WP/2004
TC, dated 08.11.04.
141 Blocks in 36
districts out of total
820 blocks in the state
of Uttar Pradesh have
been identified by the
Ground Water Department,
U.P. where water table
is below 8 meters from
ground level and ground
water table is continuously
depleting. Only in these
141 Blocks ground water
recharge measures are
to be adopted. In remaining
679 Blocks, ground water
recharge is naturally
under control. District

Strategies for conserving
ground water sources:
- A number of steps need
to be taken urgently in
order to manage ground
water in a more scientific
manner, especially in
problem blocks. A two
pronged strategy is the
need of the hour, to regulate
indiscriminate ground
water withdrawl and to
adopt appropriate measures
for augmenting its recharge
through spreading techniques
in alluvial areas, check
dams and Percolation tanks
besides direct injection
methods utilising the
abandoned structures available
in large number in the
hard rock region.
Provision for Ground
Water Recharge and Rain
Water Harvesting under
various Rural Water Supply
Programmes:-
1) Gramin Jal Sampurti
Jalotsaran Yojna (District
Plan):- 25% of fund released
to districts by State
Government under Pradhan
Mantri Gramodaya Yojna
and SC/ST schemes for
Rural Water Supply was
reserved for works related
to Ground Water Recharge
and Rain Water Harvesting
till financial year 2004-05.
Vide G.O. No. 4079/38-5-2005-200(29)/2004,
Gramya Vikas Anubhag-5,
dated 07.11.05, 20% of
the fund under Gramin
Jal Sampurti Jalotsaran
Yojna (District Plan)
have been earmarked for
quality tackling, Rain
Water Harvesting and Artificial
Ground Water Recharge
since F.Y. 2005-06. Under
this programme project/action
plan is sent to govt.
for approval by the District
Magistrates. After approval
of project/action plan,
work is entrusted to various
agencies for execution
by District Magistrates.
Monitoring of these works
is done by commissioner,
Rural Development, U.P.
through Chief Development
officers.
2) Accelerated Rural Water
Supply Programme (ARWSP):-
Acknowledging the problem
of sources and systems
becoming defunct and sustainability
of these sources and systems
emerging as a major issue,
it has been decided by
GOI to earmark 5% fund
under Accelerated Rural
Water Supply Programme
(ARWSP) in water stressed
areas, for taking up projects/schemes
relating to sustainability
of water sources since
F.Y. 2002-03. Projects
under these programmes
are approved by the State
Level Source Finding Committee
and Technical Committee
constituted under the
chairmanship of Principal
Secretary, Rural Development
Department, U.P. and works
are executed by U.P. Jal
Nigam. Till Now only Check
dams have been constructed
under these programme.
